The purpose of this Request for Proposals is to solicit proposals for the design and construction of a new elevated boardwalk and Canoe/Kayak Launch at Cumberland Marsh Natural Area Preserve, in New Kent County, Virginia. The Board of Supervisors has adopted Design-Build Procedures, which are attached hereto as Attachment A. These provide for a two-step process for selecting a design-build team. In accordance with those Procedures, this RFP is solely to request qualifications of Design-Build teams. As is stated in the RFP, after the proposals are received, the County will select at least two teams and ask them to submit a Technical (Conceptual) Proposal and a Price Proposal. The County will then continue discussions with those teams, and will choose the team that the County determines is best qualified. Proposals that are not received on time or appropriately identified will be returned to the submitting firm unopened. All Proposals received on time and appropriately labeled will be recorded and opened privately. Proposals shall be submitted in duplicate (one original, four copies, and one electronic version) in the sealed & labeled envelope/package. The County reserves the right to waive informalities in any proposal received, to reject any or all proposals in whole or in part, with or without cause.
