The purpose of this Request for Proposals is to solicit proposals for the design and construction of a new elevated boardwalk and Canoe/Kayak Launch at Cumberland Marsh Natural Area Preserve, in New Kent County, Virginia. The Board of Supervisors has adopted Design-Build Procedures, which are attached hereto as Attachment A. These provide for a two-step process for selecting a design-build team. In accordance with those Procedures, this RFP is solely to request qualifications of Design-Build teams. As is stated in the RFP, after the proposals are received, the County will select at least two teams and ask them to submit a Technical (Conceptual) Proposal and a Price Proposal. The County will then continue discussions with those teams, and will choose the team that the County determines is best qualified.
