This requirement provides non-personal services to the leadership and staff of the Combined Joint Task Force – Horn of Africa (CJTF-HOA), Camp Lemonnier, Djibouti (CLDJ), with analysis and insight into local culture, politics, communications, policies, and advice on strategies to engage the population and key leaders within the local community. CJTF-HOA and CLDJ operate within a
multicultural environment where effective engagement with the local communities and an understanding of regional cultural dynamics are essential for mission success.
CJTF-HOA and CLDJ Areas of Responsibility (AOR) encompass the northeast region of Africa, with routine interactions occurring amongst personnel within Djibouti and at times Somalia, Kenya and Ethiopia. While primary support is needed within Djibouti, periodic needs may arise for other regions within the CJTF-HOA & CLDJ AOR, for which Contractor support may be requested.
The scope of this requirement encompasses the full range of culture/community relations support. This includes services such as news analysis, reporting, briefing, advisory services, liaison support, linguistic, and language support. This requirement extends through both CJTF-HOA & CLDJ stakeholders. While each stakeholder may have unique requirements for support, the overall scope is limited to the scope defined within this PWS.
