The Government intends to award a Firm Fixed-Price sole source contract, under the authority of FAR 6.302-1, for the procurement of services for two (2) Cultural/Political Advisors to the MND-B Cultural and Political Advisory Cell (CPAC). Personnel shall have functional expertise based on advanced degrees or significant experience that includes, but is not solely limited to, Middle Eastern history, culture, religion, law, human rights issues, and politics, and who understand the languages and dialects spoken and written in Iraq. Contractor shall hold Secret and/or Top Secret security clearance.

The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1 (a), Only One Responsible Source (or a Limited Number.). THIS IS NOT A REQUEST FOR QUOTATION. Interested parties may identify their interest and a capability to respond to the requirement. The government will make a determination regarding an interested party's ability to meet all requirements. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii)(A).
