The United States Department of Agriculture, Natural Resources Conservation Service (NRCS), West Remote Sensing Laboratory (WRSL), located in Portland, Oregon, intends to award a sole source fixed price purchase order to Absolute Office of Oregon, located at 107 SE Washington St., Ste. 154, Portland, Oregon 97214-2105.

This award is being procured under Simplified Acquisition Procedures in accordance with Federal Acquisition Regulation (FAR), Part 6.302-1 (a) (2) (ii) (A), Only One Responsible Source and no other Supplies will Satisfy Agency Requirements.

The WRSL conducts scientifically based remote sensing activities for the National Resources Inventory and other natural resource studies as determined by NRCS leadership.  The basic work is performed in an open production environment and requires collaboration between and amongst those performing the work.   This work is supported by senior technical problem solving.  Maximum performance requires a concentration level which cannot be achieved witht he current cubicle configuration.  In addition, these senior level employees have a need for noise controlled space to provided employee feedback and/or perform supervisory duties. 

To achieve noice abatement/privacy in the most economical fashion, existing cubicles were made by a different manufacturer than the rest and will have to be replaced as they cannot be retofitted to achieve the goal.   To compete this award would create substantial duplication of costs in which the Government is not expected to recover.

A determination by the Government not to compete this proposed order is at the sole discretion of the Government. Oral communications are not acceptable in response to this notice.
