WMATA has established a Non-Revenue Vehicle (NRV) replacement program. The vehicle replacement program ensures WMATA has the necessary vehicles to support the operation, maintenance, safety and security of the Metrobus and Metrorail system. New, unused vehicles are planned to be purchased as replacements for vehicles that currently meet or are projected to meet the vehicle Useful Life Benchmark (ULB) by the end of FY23.
