The purpose of this Request for Qualifications (RFQ) is to solicit responses from qualified firms interested in providing the California State University Office of the Chancellor (CSUCO) with professional services and a web-based, Software as a Service (SaaS) solution for capital project management (CPM) on a systemwide/centralized level (Section 3.2); and in providing the California State University campuses with professional services and a web-based, SaaS solution for capital project management (CPM) on a campus/project level (Section 3.3). The proposed solutions must meet the requirements set forth in this RFQ. This RFQ is intended to solicit Solution Providers (SP) qualified to provide the aforementioned professional services and software solutions. Results of this RFQ will determine whether one or two Requests for Proposals (RFPs) will follow in order to solicit proposals for the two needed software solutions. The intent of this RFQ and subsequent RFP(s) is to provide best value and service to the CSUCO. This RFQ is soliciting responses to address two independent software solution needs. Capital Planning, Design and Construction (CPDC), the capital program management department within the CSUCO, utilizes a database to track capital project data. The database was developed as a means of reporting project information to the California State Legislature for state-funded projects. CPDC has embarked on an initiative to replace an outdated stand-alone system with an integrated software solution that will address internal and external reporting requirements and operational needs of both CPDC and the 23 campuses that comprise the university system. Firstly, the CSU sees this initiative as an opportunity to make a significant improvement in managing and reporting information for the capital outlay program through improved communications both within CPDC and across the 23 campuses. A centralized and integrated database that allows for collaboration with campuses, in both the development and management of the capital outlay program, is the overarching goal. The new database will provide for robust reporting and analytics of the data. Secondly, the 23 campuses as well as the CSUCO have an immediate need for construction project management software to manage the day to day activities of both major and minor projects from inception through completion including integrating the project into facilities management and operations database systems. This software solution will be an option available to the campuses on an as-needed basis. 1) Phase I - Request for Qualifications (RFQ) Bidders must submit their response to the RFQ in accordance with Section 4.2 herein. At the conclusion of the RFQ evaluation, the CSU will select the most qualified and responsive solution providers (SPs). SPs receiving the highest evaluation scores shall be shortlisted and invited to participate in the Request for Proposal (RFP) phase. 2) Phase II - Request for Proposal (RFP) Based on the results of Phase I, CSUCO will issue an RFP(s) addressing but not limited to providing a capital project management system solution and services for implementation of such, in addition to using the guidelines set forth in the RFQ, or with additional terms and conditions as the CSU deems necessary. At the conclusion of the RFP process, the CSU may select one or more SPs providing the best value to the CSU, resulting in a contract and/or Master Enabling Agreement (MEA) between Respondent(s) and the CSU.
