The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified Firms (Firm) to provide some or all of the services that the California State University (CSU) system needs related to Construction Management Software, its implementation, customization, training, maintenance, and support, and to pre-establish pricing caps for those services. Pre-qualification enables chosen Firms to enter into agreements held at the CSUCO called a Master Enabling Agreements (MEA). When a CSU campus or the Chancellor’s Office need service(s) that is/are included in these MEAs, it can request a quote from a minimum of three and a maximum of all Firms on the MEA list. The purpose of the process is to reduce the time needed to procure services by pre-qualifying Firms ahead of the need for services. Pre-qualification has no dollar value and is not a contract. No work shall be guaranteed as a result of the pre-qualification process. The proposed solutions must meet the requirements set forth in this RFP. This RFP is intended to solicit software solutions from vendors providing the best value and service to CSU Office of the Chancellor and CSU campuses who may need a tool to meet their project management needs. The exact number of firms that will be added to the list depends upon the number of highly qualified firms identified with whom contracts are successfully negotiated. The MEAs will set forth the general terms and conditions required in the performance of an Agreement. Campuses will be responsible for executing individual campus Purchase Orders or Agreements referencing the corresponding MEA to obtain product(s) and/or service(s). Invoices issued shall reference the corresponding campus Agreement number. The MEAs resulting from this solicitation shall allow the participation of all 23 CSU campuses and the Chancellor’s Office at any time during the term of the agreements. The customized work products produced by a vendor at any of the participating campuses shall be transferrable to the other campuses contracting with that vendor, serving to reduce the implementation cost for each individual campus. The CSU requests to be treated as a consortium, although each campus makes their own decision whether to opt-in on a CSU MEA. It is unlikely that all 23 CSU campuses will end up working with the same vendor. Incentivizing campuses with pricing that considers CSU economies of scale (reduced rate as more campuses join the agreement) is recommended to the vendor. We are interested in a multi-year agreement with possible extensions, considering full value of the contract for multiple campuses to join for multiple years. This MEA list is not intended to supersede or replace any other contract agreement that provides the same or similar services. All Firms, whether or not they qualified through a previous cycle, must respond to this RFP to be included in the MEA list. California State University is requesting sealed proposals from qualified firms specializing in Construction Management Software for use individually by the 23 campuses comprising the CSU as well as the Office of the Chancellor (the 24th campus) for construction project management. While the individual campus departments responsible for design and construction on their campuses vary across the system in multiple ways, not the least being budget and staffing, they all have a common need for construction project management software that provides tools to facilitate effective project management and stewardship of funds. The purpose of this RFP is to award one or more MEAs to firms who have demonstrated their software solution to successfully fulfill the requirements identified herein for campus construction project management software. This system should minimize administrative workload while maximizing the availability of critical data through reporting interfaces and direct queries. The system should support interfaces with campus PeopleSoft Enterprise Financial System, or other similar financial enterprise system, and a capital project management software solution administered systemwide by the Office of the Chancellor for corporate capital reporting amongst other requirements.
