The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with High-Purity Standards, located in
Charleston, SC, for the purchase Crystalline Silica Standard Reference Materials (SRM) 2950b & 2960a.

Sole Source justification is based on the following:

NIST and the National Institute for Occupational Safety and Health (NIOSH) are collaborating on the development of a new generation of crystalline on filter standards to supersede SRM 2950a and 2960 for measurements in mining and quarry industries. The new SRMs will be stabilized by protective materials compatible with tetrahydrofuran (THF), thereby suitable for all recommended preparation procedures. The SRMs were used for calibration in the measurement of respirable crystalline silica, a health hazard in the work place.

To achieve the necessary compliance, only a firm that possesses (1) ISO 9001 within the scope of manufacturing and distribution of certified reference materials, (2) ISO/IEC 17025 within the scope of testing of ICP-OES reference standard solutions, and (3) ISO Guide 34 within the scope of production of metals on filter media reference materials would be considered by NIST to be capable.

The components include the following:

1. Provide 350 Standard Reference Material (SRM) 2950b. Respirable Alpha Quartz on Filter Media.
2. Provide 200 Standard Reference Material (SRM) 2960a. Respirable Cristobalite on Filter Media.

Market research has shown that High-Purity Standards is the sole company who can provide this requirement.

The resulting purchase order will be a Firm Fixed Price purchase order.

NAICS code for this procurement will be 325180 - Other basic Inorganic Chemical Manufacturing Analytical laboratory instrument manufacturing with a small business size standard of 1000 employees.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 4//28/2017 will be considered by the Government.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
