This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-17-215 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1,000. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with GATAN, INC. of 5794 W. Las Positas Blvd, Pleasanton, CA 94588 for the purchase of a cryo-holder and accessories.

The National Institute of Digestive, Diabetes & Kidney Diseases's (NIDDK) requires a Gatan 626 Cryo-holder and its accessories for screening cryo-em grids. To study protein structures by Cryo-EM, the proteins are embedded in vitreous ice to preserve their most native structures, and they need to be maintained at liquid nitrogen temperature during observation by electron microscope. The Gatan cryo holder can hold liquid nitrogen and keep frozen protein samples at liquid nitrogen temperature for imaging by electron microscope. The Cryo-EM images will be used for reconstruction of 3D structures of proteins. The Gatan 626 Cryo holder has a small Dewar to hold liquid nitrogen, so as to maintain the Cryo-EM grids loaded onto the holder at the liquid nitrogen temperature. The vitreous ice embedded protein samples on the Cryo-EM grids thus can be kept at Cryo temperature to preserve their structure and for Cryo-EM imaging. This new Gatan 626 Cryo holder is compatible with all other equipment and tools which the NIDDK has, such as the pumping station holder holding station tube diameter, temperature controller software etc. In addition, there are another two Gatan 626 cryo holders in NIDDK Cryo-EM facility and their accessories (pumping stations, temperature controllers, ample loading clip tools, sample loading stations etc). The pumping station for this new cryo holder will also work as a replacement for an already owned broken pumping station so it can be used with other already owned same model cryo-holders. This new holder will be used on the NIDDK Cryo-EM facility microscope for MICEF users only. It can share the same supporting items and accessories which we already have.
The specs are as follows:

Turbo Pumping Station-- Benchtop pumping station that includes work column, CC gauge tube, one TEM holder module, and one 655.05300 shut-off valve.
Single Tilt Liquid Nitrogen CryoTransfer Holder-- Designed for low temperature transfer and subsequent recording of radiation-sensitive, frozen-hydrated specimens for cryotransmission electron microscopy (cryo-EM); Includes Workstation and Tools Capabilities and performance specifications
Temperature Controller, Model 1905-- Temperature controller for heating, cooling and cryo-holders
TEM Holder Module-- TEM holder module for turbo pumping station
Shut-off valve, required for pumping cryoholder dewar

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements.

The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
