ESSENTIAL JOB FUNCTIONS: Provides leadership, guidance, and supervision to the members of the Property & Evidence Unit and Crime Scene Unit. Responds to crime scenes to assist and supervise in the photographing, video recording, diagraming, investigating, collecting, processing and packaging of evidence, and/or oversee the investigation of crime scenes. Uses crime scene equipment and materials as needed. Accurately and efficiently maintains the care, custody, and control of found and/or confiscated property and evidence submitted to the Property and Evidence Unit; thoroughly documents all relevant transactions. Interacts positively and professionally with internal and external persons; supervise unit operations and staff. As needed receives, records, processes, and maintains the custody and care of all found and confiscated property/evidence for the Winter Haven Police Department. In addition, member may check property/evidence in and out to department members as needed for court, examination, review, etc. Tracks the disposition of criminal cases; disposes of evidence when cases are complete. Makes certain that staff prepares and maintains manual and computerized records of all property/evidence transactions and inventory; uses a CJIS computer terminal and in-house computer tracking system to perform work. Produces and presents quarterly and annual property/evidence inventory and control reports. As required by the Chief of Police or designee, performs special assignments of a statistical nature. Performs departmental records archivist duties; which includes the scheduling and inventorying records for retention and destruction, and processing the expunction and sealing of records as required by State law. Plans, coordinates, supervises, and evaluates the work of the Crime Scene Investigators and the Property / Evidence Technicians. Must maintain the security and integrity of the property/evidence operation 100% of the time. Testifies in court as to crime scene investigation or the chain of custody of evidence, if so directed or subpoenaed. Reviews/approves reports generated by both the Crime Scene Unit and the Property & Evidence Unit. Subject to being “on-call” at least 25% of the time.
