LANE LIBRARY DISTRICT CRESWELL LIBRARY FRONT PORCH Bids due 2:00 pm, April 12, 2022 INVITATION TO BID Sealed bids from licensed and bonded contractors for the Creswell Library Front Porch project, will be accepted by the Lane Library District at the Creswell Library, 64 West Oregon Avenue, Creswell, Oregon 97426 until 2:00 PM, Tuesday, April 12, 2022. The project, located at the Creswell Library, 64 West Oregon Avenue in Creswell, Oregon consists of the addition of a new front "porch" roof structure, replacement of the existing concrete walk at the entry façade, connection of new roof drain piping to an existing storm drain catch basin, and associated patching of the asphalt pavement at the parking lot. Bids may be mailed to the address indi cated above or hand delivered to the Circulation Desk at the Creswell Library. Bids will be opened immediately thereafter and publicly read aloud. Neither the architect nor Lane Library District assumes responsibility for errors or omissions resulting from the use of incomplete or partial sets of bidding documents. A non-mandatory pre-bid conference and walk-through will be held at the Project site on Tuesday, March 29, 2022, beginning at 1:30 PM. Statements made by the Lane Library District or its repre sentatives at the conference are not binding upon the District unless confirmed by written addendum. Prequal ification of bidders is not required. All bidders shall be registered with the State of Oregon Construction Contractors Board (CCB, ORS 701), in the appropriate classification to accomplish the work required, prior to the bid opening time and date. Bids from bidders not registered with the CCB will be ruled non-responsive. In accordance with ORS 279A.120, preference to Oregon residents will be given when awarding this Contract by adding to a non-resident's bid the same percentage, if any, given to the Bidder by the Bidder's home State. Accordingly, Bidders will be required to indicate on the Bid Form whether or not the Bidder is an Oregon resident. Asbestos Abatement Work will not be required on this Project. If such work should be required, Owner will engage a State-licensed asbestos abatement contractor using State-certified workers to perform Work in accordance with ORS 468A.710. The provisions of Oregon Revised Stat utes relative to prevailing wage rates (ORS 279C.840), non-discrimination, resident bidders (ORS 279A.110 & 120), payment of workers compensation and all other applicable regulations shall be complied with by the successful bidder and all subcontractors. Copies of prevailing wage rates are incorporated into the bid documents. Performance and Payment Bonds in the amount of 100% of the contract award will be required on this project. No bid will be considered unless fully completed in the manner provided in the Instructions to Bidders, upon the Bid Form provided and accompanied by a bid security executed in favor of Lane Library District in an amount not less than ten percent (10%) of the total amount of the bid. The bid security shall be forfeited as fixes amount of liquidated damages (not as a penalty) should the successful bidder fail or neglect to enter into a contract and provide suitable bonds for the faithful performance of the contracted work. Incomplete bids and bids not containing all the required statements, certifications, and securities shall be ruled non-responsive. All bids submitted shall be in sealed envelopes and plainly marked on the outside showing the name of bidder and the project name. No bid may be withdrawn after the hour set for the opening thereof until the elapse of sixty (60) calendar days from the bid opening date. The Lane Library District may waive any or all informalities and irregularities, may reject any bid not in compliance with all prescribed public procurement proce dures and requirements, and may reject for good cause, any or all bids upon a finding of the District that it is the public interest to do so.
