This “Request for Proposal” Q20-7032MH from the New York Power Authority (“NYPA” or “the Authority”) is issued to request a formal proposal from prospective qualified bidders who have demonstrated qualifications and experience in designing, manufacturing, furnishing, DDP (delivered duty paid) delivered to site, installing, operating, and maintaining acoustic fish deterrent systems. Blueback herring have been identified by the U.S. Fish and Wildlife Service (USFWS), the NYS Department of Environmental Conservation (NYSDEC) and the Federal Energy Regulatory Commission (FERC) as a key species requiring downstream passage protection at the Authority’s Crescent and Vischer Ferry Hydroelectric Projects. As a result, NYPA has installed acoustic deterrent systems at both projects to reduce the number of blueback herring migrating through the powerhouses. The current fish deterrent systems at Crescent and Vischer Ferry Hydroelectric Projects are at or near their life expectancy and NYPA is specifically looking to replace the current deterrent systems with modern technology including remote operational and functional troubleshooting capabilities using our existing infrastructure. The parameters that must be met for the sound fields and objectives are outlined in this RFP. A complete turn-key proposal is desired; potential bidders shall submit proposals for both of the following. Part 1 - designing, manufacturing, furnishing, DDP (delivered duty paid) delivered to site, installing, testing and commissioning Part 2 – annual service and maintenance A pre-bid Tele/Con (WebEx) will be held on 10/20/2020 to go over the RFP documents and address questions from the potential bidders. A TEAMS invite will be sent to all potential bidders at a later date. The Bids are due at 4:00 PM (EST) on 11/09/2020.
