The Federal Housing Finance Agency (FHFA) intends to award a sole source contract to Equifax Credit Information Services Inc., 1550 Peachtree Street NW, Atlanta, GA, 30309-2402 under the authority of FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements". The anticipated period of performance is for a one-year base and four (4) one-year options.

FHFA intends to purchase a license for Credit Bureau Data for Fannie Mae Borrowers. The license will allow the use of an extensive database of credit information-including second lien information-licensed by Equifax to Fannie Mae. The license will give FHFA access to the loan-level credit data that Fannie Mae and Equifax have assembled over the last several years. The information provides valuable data on second liens and the other credit obligations of borrowers with Fannie Mae-guaranteed mortgages. The credit data have been assembled based upon an exact match to the consumer credit files of Fannie Mae borrowers with the resulting data then made anonymous by Equifax.

Payment history and credit score data are included in the database for Fannie Mae mortgages that have been active at any time since the mid-1990s. "Snapshot" credit information shows contemporary payment histories and credit scores as of certain historical dates.

This action will result in a Firm-Fixed Price contract. The applicable NAICS is 561450 "Credit Bureaus" with a small business size standard of $7.0 Million. There are no-set-asides identified for this procurement.

This notice is neither a request for proposal nor a solicitation of offers. The government's market research has determined that no other source is available to fulfill its requirements without substantial duplication of costs to the Government that is not expected to be recovered through competition, as well as unacceptable delays in fulfilling the FHFA's requirement. However, interested parties may identify their interest and capability to respond to the requirement. Only written responses sent via electronic mail to [email protected] will be accepted. The responses must be received by July 25 at 10:00 AM, Eastern Time. The Government will not be responsible for any costs in the preparation of responses to this announcement.

A determination not to compete this proposed contract upon receipt of any responses to this notice is solely within the discretion of the Government.  Information received may be considered solely for the purpose of determining whether to conduct a competitive procurement.
