In accordance with FAR 6.302-01, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Arnold Engineering Development Complex (AEDC), located at Arnold AFB, TN 37388 intends to award a sole-source award to the University of Alabama at Birmingham (CAGE: 0DV74), 701 S. 20th St, Birmingham AL 35294-0001.

The contracting activity posted a Sources Sought to FBO.gov (AEDCSS001801) on 11Apr 2017 as a component of market research. Subsequently, the contracting activity posted a special notice of intent to Sole-Source on 28 Nov 2017. No firms responded or provided capability statements in response to the Notice of Intent to Sole Source. Resultantly, this contract is awarded to the University of Alabama at Birmingham.

Notice of Intent to Sole Source, IAW FAR 6.302-1(10 U.S.C. 2304(c)(1)), Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements; whereby Arnold Engineering Development Complex (AEDC), Arnold AFB, TN, intends to award a contract to The University of Alabama at Birmingham (UAB), 701 S 20th St., Birmingham AL 35294-0001.

The agency does not intend to issue a solicitation package. However, all interested parties should self-identify and provide proof of their firm's capability to provide the prescribed equipment/product(s) by submitting an accurate description of the equipment/product(s) and process to produce the equipment/product(s) described below. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by AEDC.

Interested parties are hereby informed that no award will be made on the basis of responses received. Responses must be electronically sent to Miriam James ([email protected]). If no favorable responses are received by the date and time indicated in this notice, a contract will be negotiated with the above named source.
Interested offerors should refer to the attached Statement of Work for a complete description of the equipment/products(s) required.

Synopsis
The overall objective of this work is to provide direct research, design, development, and software test support to the CREATE-AV program in the areas of aircraft aerodynamics, propulsion, structural dynamics, kinematics and kinetics, high enthalpy real gas effects, multi-species effects, pre/post-processing, and case management. This includes the research and development of new code capabilities, maintenance and performance improvements to existing product software, technical user support, and documentation. This work is targeted at the Kestrel product and associated Firebolt module but will undoubtedly involve the other products of the CREATE-AV program due to the interconnections and code re-use between the products.
