The Internal Revenue Service (IRS) intends to issue a purchase order on a sole source basis to CQ-Roll Call, Inc.; 77 K Street, NE 8TH FL; Washington, DC for renewal of a one year subscription for CQ-ROLL Services. Period of Performance: October 1, 2013 - September 30, 2014 with Base 10/1/2013 - 09/30/2014; Option Year 1 10/1/2014 - 09/30/2015; Option Year 2 10/1/2015 - 90/20/2016; Option Year 3 10/1/2016 - 09/30/2017; Option Year 4 10/1/2017 - 09/30/2018. All responsible sources who can provide the above requirement shall submit written quotations on or before August 30, 2013. ATTACHED IS STATEMENT OF WORK (SOW) in order to provide an accurate quote including quote for option years 1-4. Organizations submitting quotes should address the cost of membership fee and a description of the services/materials the fee includes; service (and related costs) that are available but not limited to membership fee; listing of reference materials maintained by the organization (research and completed studies); description of corporate history, mission, and organizational membership. Quote should include resume of the proposed on site contract/research manager and at least three (3) corporate references, Federal Tax ID Number and DUNS number if available. Award will be based on price and other factors. All quotes shall include price(s); FOB point; a POC (name and telephone number); GSA contract number if applicable; business size and payment terms. All Treasury contractors are required to be registered in the System for Award Administration (SAM) once Central Contract Registration (CCR) database prior to receipt of award.
