Project Management and Design Review Support for District 4-0. The project management team will act as a liaison between the Department and Design Consultants and assists in scoping field views, participation and preparation of project scopes, preparing and reviewing department cost estimates, coordinates and schedules meetings between Department staff and agencies for various phases of project delivery, i.e. preliminary design, final design, right-of-way, utilities, and construction. Other management responsibilities will include developing and monitoring schedules through ASTA; preparing project status reports and providing additional feedback if required, ensuring a proper PS&E package with all approvals is submitted through ECMS for contract management review, project close out and performing any other project management related tasks assigned by the District 4-0. The project management team assists to perform environmental and archaeological reviews and overall environmental support services. The assistance will include structure related reviews, hydraulics and hydrology (H&H) reports, storm-water management designs, erosion & sedimentation plans, geotechnical engineering & foundation reviews and PS&E packages review. As part of this agreement, the consultant may be asked to perform general engineering services as required. The Department will evaluate the performance of the consultant as often as necessary. A formal performance analysis will be issued regularly to the consultant and reviewed with the consultant. District staff will oversee activities. Consultant cannot review their own design work.
