Question:
Under Price Evaluation, the solicitation states, "The proposed
total evaluation price will be the proposed price for performing the Sample
Task." The Notional SOO does not provide an expected length of the Notional
Course, (i.e. one, two, three or more hours of seat time). The total price
proposed will be dependent upon the length of the Notional course. If it is
left to each proposer to determine the length of the course and price
accordingly, the price evaluation will not be an apples to apples comparison
given that economies of scale are typically available with larger courses.
Will AFIT provide the expected length of the notional course?
Answer:
The Instructional Design Document will help the government and the vendor
determine how long the vendor believes the course will be. Also we do not
assign a total of course hours until the course development is complete.
The Government does estimate that this course would be approximately 6-8
hour long.
