Regional Contracting Center-Capital (RCC-C), CENTCOM-Joint Theater Support Contracting Command (C-JTSCC) APO, AE 09320, intends to award a sole source contract to provide continuation of Counterinsurgency Advisory and Assistance Teams (CAAT) services in the Afghanistan Theater of Operations (ATO) for three months with one (1) one-month option period. The CAAT requirement is to provide Logistical Specialist Services; Knowledge Management; Information Management; Intelligence, Operations, and Strategic Analysis; and Advisory services. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The proposed action will have a total estimated period of performance of four (4) months from 14 DEC 2013 through 14 APR 2014. The contract will provide for continuation of uninterrupted services to the CAAT services described above until a competitive effort is sought. This notice of intent is NOT A REQUEST FOR COMPETITIVE PROPOSALS and NO SOLICITATION IS AVAILABLE. The Government will consider responses from all responsible sources received by the date and time identified. Written responses must include sufficient information to establish capability to fulfill the requirement in the timeframe required. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source bridge described in this notice, and such determination shall be made at the sole discretion of the Procuring Contracting Officer.
