Concept:  The Medical Equipment Corporate Exigency Contract (CEC) for the group of Patient Movement Items (PMI) Program is designed to provide sustainment materiel to meet the Military Services' requirements in times of contingency operations. Contingency operations include providing logistical support to military operations and humanitarian and emergency or urgent relief efforts performed under the authority of the military. CEC awards establish long term partnerships with manufacturers to provide this sustainment support.

The intent is to buy access to material by partnering with industry rather than purchasing material and storing in Government warehouses. These contracts will also enhance the Department of Defense's (DoD) industrial preparedness planning process by establishing a long term business relationship to share the Services' requirements with the manufacturers and, in exchange, obtain the manufacturer's production capability against these items.

In order to be considered eligible for award and participate in the CEC program as addressed in this solicitation, offerors must offer a Defibrillator which is compliant with the specification AND provide documented proof of both Army and Air Force aero-medical certification at time of RFP closing (30 April 2014 - estimated closing date).
