The City of Bellingham (City) is seeking Statements for Qualifications (SOQs) to provide planning, engineering, landscape architecture, archaeology, environmental evaluation, planning, surveying, permitting assistance, construction administration, environmental remediation, and/or cost estimating services. The City invites all interested parties to respond to this Request of Qualifications (RFQ) by submitting their qualifications relating to this category of work. All prospective consultants are advised any federally funded project work will be held to federal EEO requirements. Disadvantaged, minority and women-owned consultant firms are encouraged to respond. The area of work includes portions of the Phase 2 development of the Waterfront District/Cornwall Beach Area as shown in Figure 1. The area of work is contingent on the funding available at this time. The consultant team selected for this work may be selected to continue design into future phases of the project area as funding becomes available. No preproposal conference is planned for this RFQ. This project is a priority project for public access to the waterfront. This project will also help to meet the objectives of the current Parks & Recreation Open Space Plan to provide additional waterfront parks & trails. This project area is located within a State cleanup site. The park development will occur once existing cleanup activities are complete. The City of Bellingham anticipates advancing the park grading and utilities plan for design and cost efficiencies and incorporating the plans into the Public Works Department & Port of Bellingham cleanup plans for the R.G. Haley and Cornwall Landfill sites. Remediation and cleanup design for both sites are currently underway. Two separate consultant teams are designing and permitting the R.G. Haley site for the City of Bellingham and Cornwall Landfill site for the Port of Bellingham. The scope of this RFQ work does not include cleanup activities, but will coordinate with current efforts to ensure seamless transition from environmental remediation to park development. Both the Cornwall Landfill and R.G. Haley sites are anticipated to begin cleanup construction activities in 2021.
