Funding Opportunity Description:
Fort Wainwright, Fort Richardson, US Army Garrison Hawaii, and US Army Japan desire to renew a cooperative agreement with Colorado State University (CSU) through their Center for Environmental Management of Military Lands. The Army in Alaska utilizes a suite of agreements with different partners to conduct natural and cultural resources management. The Army currently partners with CSU for natural resources conservation and environmental support. The Army desires to renew recently expired agreements with CSU for environmental conservation and compliance and restoration support.

While the Army intends to renew agreements with CSU, long term the Army desires to seek out additional partnerships through the use of cooperative agreements with other Non-Profit Educational Institutions to increase efficiency and interactions between agencies in supporting Integrated Natural Resource Management Plan (INRMP) services for the military installations. The Department of the Army is committed to identifying and developing additional sources from the University community to perform this work.

Non-Profit Educational Institutions who are interested in providing INRMP services to the Army in the Pacific should respond to this notice with a letter of interest including contact information. As part of their letter of interest, educational institutions should provide evidence of the following:

a. Capability to perform comprehensive natural and cultural services relating to INRMP services.
b. Capability to provide for the administrative support necessary to support a large off-site work.
c. Capability to support and track costs to individual projects to properly segregate and track expenditures of government funding including any experience working with the Army accounting and contracting systems.
d. Experience in managing military lands. Experience includes conserving vital natural and cultural resources and remaining in compliance with federal and state environmental laws while allowing critical military training to continue.
e. Experience in the conservation and sustainable management of natural resources on federal lands.
f. Experience in preparing NEPA Assessments; Integrated Natural Resources Management Plans; Environmental and Biological Assessments; and Environmental Impact Statements for a diverse client base that includes Depart of Defense; US Army Corps of Engineers; US Department of Interior; US Forest Service; and State Governments.
g. Experience in providing assistance to military land managers for technical support in cultural resources management planning and compliance with the requirements of all Federal and state historic preservation legislation, as well as Department of Defense and service-specific regulations governing cultural resource management (CRM).
h. Experience in performing cultural resources research projects; archaeological site assessment; and field data recording.
