Washington Headquarters Service intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to The Johns Hopkins University, Applied Physics Laboratory, Johns Hopkins Road, Laurel MD, 20723-6099 to provide independent, objective technical analysis and recommendations to the Government associated with the planning of future Conventional and Unconventional Electronic and Cyber Warefare. This notice of intent is not a request for proposals or quotations, you may forward your Institutions/Companies capability Statement. The capability statement shall include the following: a. Past Performance for same or similar projects; b. Dollar amount and volume of projects performed; C. Current Security Clearance Status. Incomplete capability statements will not be honored. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with in the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 3:00 pm EST, 16 May 2008. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items.
