A solicitation will be issued to acquire laboratory testing services in multiple locations across the Continental United States (CONUS). The Contractor shall provide one or more laboratories capable of performing tests on the following:

The laboratories shall have a system of calibration equivalent to ISO 10012-1 or 17025. All testing shall be performed in accordance with approved DLA Energy test methods listed in MIL-STD-3004. Testing of U.S. Government-owned fuel products is required 24 hours per day, 7 days per week (including holidays). The contractor shall perform testing in accordance with specific turnaround times. If multiple locations are proposed, each facility must be capable of performing all tests in accordance with the Government’s specifications. The performance is for a two (2) base year and one (1) two-year option period of October 15, 2021 through October 14, 2025.
The solicitation will be issued on or about May 21, 2021 with an Request for Proposal (RFP) closing date 45 days later. This procurement will be a full and open competition. The solicitation will be published electronically on the beta.SAM.gov website.
