For reference purposes, this beta.SAM.gov notice is SPE603-21-R-0508. This notice is also issued for the purpose of market research in accordance with Federal Acquisitions Regulation (FAR) Part 10.
DLA Energy, Laboratory Testing Services Branch, Bulk Petroleum Business Unit-FESDB seeks to identify potential qualified businesses that are able to provide laboratory testing services for government-owned petroleum products in 42 locations throughout the Continental United States (CONUS) in accordance with the specifications and standards as described herein. The Contractor shall be responsible for packing and transporting all petroleum samples from a job site to the laboratory in accordance with state and federal regulations. Additional services to be required are transportation of samples from the Contractor’s laboratory and third party witnessing and sampling (surveyor) of petroleum.

The Contractor shall have facilities that meet the required turn-around times as listed in the Statement of Work (SOW). The Contractor shall provide the location(s) of the facility in which the product will be tested, the facility testing capabilities and contact information. The Contractor shall provide sufficient staffing to accomplish all functions and tasks required by the SOW.
The Contractor shall be ISO 9001 and/or ISO/IEC 17025 certified. The laboratory shall have a system of calibration equivalent to ISO/IEC 17025 and shall be able to perform ASTM D3241 Annex 3 Ellipsometric Tube Deposit Rater (ETR).
The following are products, which are utilized by DLA Energy and its customers that may require testing, at the contractor's facility, per the requirements set by DLA Energy:
When requested, the Contractor shall represent DLA Energy to ensure all specifications, regulations, ASTM, API MPMS are followed when a DLA-Energy representative is not available at the abovementioned locations. Also, the Contractor shall act as a third-party witness to observe operations and report findings to a DLA Energy point of contact, with a detailed report, within 24 hours. Lastly, the Contractor shall be capable of performing sampling in accordance with API MPMS and/or ASTM D4057 when requested of pipelines, vessels, barges, tank trucks, storage tanks, or any containers that may hold fuel.
