The U.S. Department of Labor, Employment and Training Administration awarded a sole source contract on January 31, 2017 to Adams & Associates, Inc. 10395 Double R Blvd., Reno NV 89521 for the performance period of February 1, 2017 through December 31, 2018 while the competitive acquisition was being conducted. The statutory authority permitting the acquisition of this requirement was other than full and open competition is 41 USC 254 (c) (1 ), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.

Job Corps is a national training program that provides comprehensive academic, residential, and career technical training and services to approximately 60,000 disadvantaged at-risk youth each year at 125 Job Corps Centers nationwide. This requirement specifically includes the provisions of academics, vocational training, social skills, career development training post-center career transition services, and related support services for an estimated 428 students (366 residential and 62 nonresidential). The contractor shall operate residential quarters (housing) and provide services to all students, as applicable.

This instant requirement for the operation of the Woodstock Job Corps Center located in Woodstock, MD is that the anticipated period of performance could be extended thru 3/31/2019 due to unforeseen delays in the competitive acquisition of these services. This is in the best interest of the Government due to the amount of time it would take an alternate contractor to reach the same required level of competence. The total estimated cost of the contract would increase by $4,000,000.00. This is a sole source notice published for informational purposes only and is not a request for proposals. The determination not to compete the contract based on responses to this notice is solely within the discretion of the Government.
