This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.  The solicitation number is RFQ-NAS-0274-08 and is issued as a Request for Quote (RFQ).  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26.  This RFQ is issued on an unrestricted basis under North American Industry Classification System code 511210.

The Federal Bureau of Prisons (BOP) intends to make a sole source award to Saba, for Content Development Jumpstart (Jumpstart) which works in conjunction with the Saba Learning Management System already utilized by the BOP.  Specifically required is the Jumpstart software.   The Jumpstart software will be used by all BOP Employee Services Departments, the Management and Speciality Training Center in Aurora, Colorado, the Staff Training Academy in Glynco, Georgia, and the Training and Staff Development Branch in Central Office.  The performance period will be from date of award through 12 months.  The Statement of Work for the required services is attached.  This combined synopsis/solicitation will be distributed solely through the website at www.fedbizopps.gov.  All future information concerning this acquisition, including amendments, will be distributed through the website.  Faith-based and community-based organizations can submit quotes equally with other organizations for contracts for which they are eligible.  The due date for quotes is September 24, 2008 at 12:00 p.m.  The Justification for Other Than Full and Open Competition is included as an attachment to the combined synopsis/solicitation.  Provisions and clauses applicable to this acquisitions are included as an attachment to this combined synopsis/solicitation.
