(31ea) Platinum Taq DNA Polymerase (600 reactions each, catalogue #10966-034)
(29ea) Superscript III Platinum One Step qRT-PCR kit (catalogue #11732-020)
(30ea) Superscript III One Step with Platinum Taq RT-PCR kit (catalogue #12574-026)
The consumables are needed for performing confirmatory diagnostics for plant pathogens of regulatory concern in accordance with the CPHST Beltsville Laboratory's approved Work Instructions (Protocols) and ISO:IEC 17025:2005 accreditation.

This procurement is being conducted in accordance with Federal Acquisition Regulation (FAR) 6.302-1The statutory authority is 41 U.S.C. 253( c )(1) The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs.

The USDA-APHIS-PPQ-S&T CPHST Beltsville lab uses the consumables listed above and cannot be substituted. Substitution of consumables would violate the ISO accreditation and invalidate any tests produced from the lab. Life Technologies dba, Thermo Fisher Scientific is the only company in the marker that produces these consumables; therefore, Life Technologies is the sole source and vendor of these consumables.

This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services to the Contract Specialist listed on this notice by 4:00pm. Mountain Time (MT) on or before the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing, and the small business size standard is 1,000 Employees.
