GENERAL: The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a total small business set aside basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Federal Business Opportunities website at www.fedbizopps.gov . Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. PROJECT DESCRIPTION: Shenandoah National Park is located in the Blue Ridge Mountains in the northwestern part of Virginia. The project includes work on Skyline Drive (MP 33.38 - MP 50) White Oak Falls Trail Parking, Limberlost Trail Parking, Timber Hollow Overlook Parking, Crescent Rock Overlook Parking, Upper Hawksbill Parking, Spitler Knoll Overlook Parking, Franklin Cliffs Overlook Parking, and Fishers Gap Overlook Parking. The work will consist of pavement management of the roads, parking areas and pullouts within Shenandoah National Park. This work includes, but is not limited to, asphalt planing, overlay, excavation, full depth pavement, spot repairs and pavement markings.
PROCUREMENT TYPE: The Government anticipates negotiating and awarding a single firm-fixed price contract to meet this requirement. This negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price to determine the best value (trade-off process) to the Government.
SET-ASIDE TYPE: The anticipated acquisition will be total small business. All responsible sources may submit an offer for consideration in accordance with these and other terms and conditions of the anticipated solicitation.
NAICS CODE: 237310 - Highway, Street, and Bridge Construction with a small business size standard of $36.5M.
MAGNITUDE: In accordance with FAR 36.204, the project magnitude is estimated to be between $5,000,000 and $10,000,000.
DURATION: The contract performance period is expected to be 365 calendar days from notice of award.
SITE VISIT: It is anticipated that a Pre-Proposal Conference/Site Visit will be scheduled sometime during August 2019. Specific details regarding this meeting will be provided in the solicitation, once posted.
