Description: The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Woman-Owned and Small Business concerns. The NAICS code for the work described below is 236220 with a project cost in $40 to 50 million range. Work will begin in June 2020 and will extend over a 2 year period.

The location of services to be performed under this contract shall be at the Natick Soldier Systems Center (NSSC), Natick, Massachusetts. This project will be to construct a new 80,600 SF laboratory building to include Administrative Space, Laboratory Space, Network Operations Center and a Soldier Performance Lab Area. The project will also include a back-up power supply generator. The project includes related infrastructure such as a parking area, mechanical rooms, site improvements and utility connections. Construction will also require the demolition of 2-existing buildings and supporting facilities within an area in close proximity to other active buildings at the NSSC.

The project will provide temporary swing space facilities during construction and will require the deconstruction of this temporary space after completion.

This project will occur on an active military installation, therefore, will include significant equipment and personnel management requirements to minimize impacts to the surrounding facilities and on-going activities. The contractor will also have a defined work area with limited access and all contractor personnel shall be screened for security purposes.

Under this construction contract, the successful offeror will be required to provide a new Human Engineering Laboratory (also referred to as the Soldier Squad Performance Research Institute Building (S2PRINT)) at the Natick Soldier Systems Center (NSSC), Natick, Massachusetts. The offeror will be evaluated on past experience with similar-sized construction projects at active facilities or similar settings and must demonstrate the following experience/expertise as performing work as the prime construction contractor:

• Construction of two (2) multi-story buildings exceeding $20 million in cost within the New England area on projects of similar size and project duration
• Construction of projects on a secure military installation with secured gated access
• Experience working on an active site, including demolition of structures in confined areas with pedestrian and vehicular traffic and within close proximity to the construction area
• Experience scheduling phased construction activities and adhering to a base-lined schedule to accommodate phased construction utilizing swing space for construction equipment and trailers, local travel patterns and without interrupting on-going activities

Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and specific examples of past experience in performing the work requirements stated above.

The offeror must show project examples of all of the experience/expertise listed above. However, the experience does not have to be demonstrated on one single project. The projects must have been performed within the last seven (7) years. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort and their experience must also have been performed within the last seven (7) years. Please include a Point of Contact and phone number for each project example who may be contacted for further information on contractor's effort and performance. Proof of bonding capability must be submitted with the package. Responses are due March 12, 2019 by 2:00pm EST. Responses are limited to ten pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
