WASHINGTON COUNTY, OREGON CONSTRUCTION OF A SPORT COURT AT METZGER PARK Bids Due 2:00 pm, March 26, 2020 INVITATION TO BID (No. 2020.005B) Washington County is requesting sealed bids for the construction of a sport court at Metzger Park for the Facilities and Parks Division of Support Services. Scope includes providing construction of path and basketball court, storm water detention facilities, fencing, and all designed grading, excavation and terraforming at Metzger Park, which is located at 8400 SW Hemlock St., Portland, OR 97223. Bid alternate work includes resur facing and restriping of adjacent tennis courts and installation of a shade structure, drinking fountain, and bleachers. An informational Pre-Bid Conference with project walk through will be held at 1:00 pm Monday March 16, 2020 at Patricia D. Whiting Metzger Park Hall; 8400 SW Hemlock Street, Portland, Oregon 97223. Attendance is not required in order to submit a bid packet. The budget for this project is $150,000-$200,00, with a completion date of June 01, 2020. Bids sealed and marked with: "Bid, Bid Number and Project Name" and "To Be Opened Only by Authorized Staff" will be received by Suzi Fulcher, Purchasing Division until the Bid Closing of 2:00 PM March 26, 2020 in the Charles D. Cameron Public Services Building, Purchasing Division Office, Suite 270, 155 North First Avenue, Hillsboro, Oregon, 97124. Bids will be opened immediately thereafter. Bids received after the desig nated time and date, per the official bid clock located in Purchasing, will be returned unopened. Bids will be available for public inspection following the bid opening. The Invitation to Bid ("ITB") documents will be available on the Oregon Procure ment Information Network (ORPIN) at http://orpin.oregon.gov and on WashCoPurch.com. Bidders are respon sible for checking the ORPIN site for any addendums to the ITB documents before submitting their bids. Bids must contain: • A statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120(1)(b). • A signature on all bid forms, said signature constituting agreement to comply with the statement in the bid form regarding compliance with the provisions of ORS 279C.800 to 279C.870 or 40 U.S.C. 3141 et seq. "Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage." • A bid bond, certified check, or cashier's check in the amount of ten percent (10%) of the maximum amount allowable under the contract on the Coun ty's Bid Guaranty Form. The County may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all bids upon a finding of the County it is in the public interest to do so. The Washington County Board of Commis sioners reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the County. Bidders are solely responsible for ensuring receipt of their bid by the Purchasing Division. All bidders must be registered with the Oregon Construction Contractors Board prior to submitting bids. Failure to be registered will be sufficient cause to reject a bid as "non-responsive." Licensing per ORS 468A.720 (working with asbestos) is not required for this project. Bidders must conform to the require ments of these bid documents and all related, appli cable laws. Contractor will demonstrate that an employee drug and alcohol testing program is in place and that employees who are engaged in the construction, reconstruction or maintenance of a project (all public works projects) have tested negative for drugs and alcohol or have entered a rehabilitation program. The County does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided that they meet the criteria set forth in the bid documents with respect to submis sion in a timely manner, bonding, and all other applicable require ments. However, all bidders will be checked against the Bureau of Labor and Industries and the Construction Contrac tor's Board list of contractors inel igible to receive public works contracts.
