THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, National Capital Region, Eastern Major Acquisition Buying Office, intends to issue a solicitation for overlay and mill of new asphalt paving on the walkways surrounding Constitution Gardens, Washington, District of Columbia on or about March 22, 2016. SOLICITATION NUMBER: 0040263441. Work will consist of (but not limited to) providing all labor, supervision, material, tools, equipment, supplies, transportation and incidentals necessary to mill 1" of asphalt from the walkways surrounding Constitution Gardens Lake and install 2" of new asphalt paving on the walkways. The total area is approximately 10,725 SY. Afterwards a chip seal will be placed on all of the sidewalks. Asphalt will be completely removed from the one area (~430 SY) and replaced with gravel. A detailed Statement of Work (SOW), specifications, and drawings will be provided with the solicitation documents.


This procurement will be 100% set-aside for Total Small Businesses. The NAICS code is 237310. The small business standard is $36.5M. In accordance with FAR 36.204(d) the Project Magnitude is between $250,000 and $500,000. One (1) firm-fixed price contract will be awarded on a best value basis.

SITE VISIT: Site Visit information will be in the posted solicitation.

TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor on or around the end of April 2016. Davis Bacon prevailing wages for Washington, DC will apply.

The Government will award one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The solicitation documents including specifications and drawings will be issued on or about March 22, 2016 and will be posted on Federal Business Opportunities. This date is subject to change. Hard copy documents including drawings will not be available - all documents will be posted at this website for download.

Offers will be due 30 days after issuance of solicitation unless extended by amendment. This notice is for informational purposes only and is not a request for submission of offers.
