This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.  The National American Industry Classification Code is 336212 with a Business Size Standard of 500 employees.  All responsible sources may submit a quote which shall be considered.  The Federal Bureau of Investigation (FBI) has a requirement for a one time, firm-fixed price purchase of a conex trailer.  The trailer must meet the following minimum specifications: 1) Capable of carrying a loaded office conex, 2) 53 feet length, with no less than 42" on the tilt deck, 3) overall width 102 inches, 4) deck height of 34", 5) side rail locking system to lock down one 40 foot office conex or two 20 foot office conexes, 6) tilt angle of no more than ten degrees, 7)  20,000 lb capacity hydraulic with push/pull chain drive delivery system, with hydraulics and engine contained on the trailer, 8) ABS air brakes, 9) mounted tool box, 10) spare tire/rim, 11) 5^th wheel king pin hitch with standard pin setting, and, 12) straps and ratchets for one 40 foot and two 20 foot conexes. The evaluation of quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor.  The purchasing activity is not responsible for locating or securing any information not identified in the quotation and reasonably available to the purchasing activity.  To ensure that sufficient information is available the vendor must furnish as a part of his/her quotation all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity to determine whether the product meets the minimum salient characteristics.  Vendor must identify all terms and conditions of their warranties.  Delivery of the items shall be within 120 days after receipt of order.  The FOB point shall be identified by the seller.   Quotes must include shipping cost if applicable.  Offerors must agree to hold prices firm for thirty (30) days.  All quotes shall be submitted to FBI Academy, ERF, Building 27958A, Quantico, VA 22135, Attn: Gary Hopkins, no later than 1:00 PM, EST, 26 August 2009.  Quotes must clearly be marked with RFQ E008897A.  Bidders are hereby notified that if your quote is not received by the date/time and location specified in this announcement, it will not be considered.  Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer.  Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27.  The provisions at 52.212-1, Instructions to Offerors - Commercial; and 52.212-2, Evaluation - Commercial Items, are applicable.  The clauses at 52.212-4, Contract Terms and Conditions - Commercial Items; and, 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.  Addendum to 52.212-1 Modify: (b) Submission from offer(s) is to read as follows: Submit signed and dated offer(s) to the attention of Mr. Gary W.
