2. This solicitation is issued as a request for quote (RFQ).

5. Description of services: The Small Business Administration (SBA) of Washington, DC, has a requirement for an annual Congressional Subscription. The vendor will provide a 12-month license for four (4) users for the services listed below.

The contract will be for a base year plus four option years. The period of performance will be as follows:
Base Year: September 15, 2017-September 14, 2018
Option Year 1: September 15, 2018-September 14, 2019
Option Year 2: September 15, 2019-September 14, 2020
Option year 3: September 15, 2020-September 14, 2021
Option Year 4: September 15, 2021-September 14, 2022
