The Small Business Administration (SBA) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with CQ-Roll Call, Inc., of Washington, DC, for an annual Congressional Subscription.

Sole Source determination is based on the need to procure a Congressional subscription needed by the Small Business Administration (SBA), Office of the Inspector General (OIG) for a base year plus four (4) one (1) year option periods CQ Roll Call provides a unique service providing a database with updates on relevant legislative activities to include public law, US Code, Federal Register, Congressional Record, CRS Bill Digest, Committee Reports, Amendment and Bill Text and Committee Reports bills, votes, Congressional committee testimony/reports, Congressional committee members and staff, and significant events in both Chambers of Congress. CQ Roll Call is the only known vendor capable in providing a Federal subscription for Congressional updates.

The North American Industry Classification System (NAICS) code for this acquisition is 813920- Professional Organizations, with a size standard of $15M.

This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.
