Notice of Intent to award a sole source contract.  The National Archives and Records Administration (NARA) intends to negotiate and award on a sole source basis, in accordance with FAR 6.302-1, to Congressional Quarterly Inc. (CQ.com), to provide an annual subscription for legislative tracking services.
 

NARA has an on-going need for legislative tracking services for providing information on the legislation of bills which directly or indirectly affect the Agency and its mission. This information is required to keep NARA abreast of the political environment and up-to-date on the latest legislative actions and issues being discussed, debated, and voted on in Congress. CQ.com provides one central web location for easy access and interpretation to such information.

This requirement will result in a Firm-Fixed price contract, with a one year period of performance, commencing October 1, 2010 and continuing through September 30, 2011. The North American Industry Classification System (NAICS) is 519130 Internet Publishing and Broadcasting and Web Search Portals. The statutory authority for other than full and open competition is 41 U.S.C. 253 (c) (1), "only one responsible source and no other supplies or services will satisfy agency requirements". THIS IS NOT A REQUEST FOR QUOTES/PROPOSALS. Interested parties have three (3) days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities to provide the online legislative tracking service. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after three (3) days or without the required information, will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement based upon responses to this notice, is solely within the Government's discretion.
