This notice is both an RFQ as well as a brand name justification to procure the "Concordance" brand name. Concordance is the only brand that will satisfy Criminal Investigation’s (CI) requirements. Concordance was tested on CI platforms and tested during major cases, projects and programs. To standardize on a new brand will take several months to test thus causing project work stoppages and missed deadlines. The Department of Justice (DOJ) uses Concordance and many federal criminal courts highly suggest that an agency’s digital evidence is loaded into Concordance. For federal civil discovery use of electronic discovery software is mandated and Concordance is used by DOJ in the vast majority of its courts. Since DOJ uses this product and most large defense firms use Concordance, we must utilize the same brand so our evidence is exchangeable for discovery purposes (a legal requirement in criminal cases) and evidence presentation to judges and juries. DOJ’s Assistant United States Attorneys try IRS’s criminal cases in federal court. Additionally ECrimes uses Guidance Software eDiscovery product which works well with Concordance and prepare the load files. We do not have to buy other brands of products to make our discovery and presentation process function from beginning to end because most software in this genre can utilize Concordance.
