Naval Criminal Investigative Services (NCIS) intends to award a Firm Fixed Price, Sole Source purchase order for NCIS to purchase the following: Concordance Software from Reed Elsevier Inc., dba/LexisNexis at 9393 Springboro Pike, Miamisburg, OH 45342-4425. The agency’s requirement is to procure the following software licenses and maintenance, for the NCIS Office located in Russell Knows Building, 27130 Telegraph Rd, Quantico, VA 22134. Concordance discovery management software, used by more than 70,000 litigation support professionals, provides an effective, cost-efficient way to manage and review the high volume of documents generated during litigation. Concordance software allows a team to search, review, organize, produce and share litigation documents, scanned paper, email and other e-discovery generated during discovery. The Department of Justice has standardized to Concordance and has mandated that all discovery related documents be submitted to their offices in the Concordance file format (.dat) per “Guidance for the Collection and Transfer of Data to DOJ.� All hardcopy documents and TIFF images should be produced and provided with a Concordance image cross-reference file. Any command that must submit documents to DOJ as part of its process must migrate to Concordance in order to comply with this requirement. LexisNexis is the sole provider of Concordance Pre Law Discovery software. This requirement will be Brand Name Therefore, Reed Elsevier Inc., dba/LexisNexis can provide all the requirement for which the Government intends to solicit only one source.
