This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The FAR, DoD supplements (DFARS) and Air Force FAR supplements (AFFARS) do not apply to nonappropriated fund (NAF) procurements except as required by AFMAN 34-302 and AFI 64-301. Only those clauses required by law or otherwise stated in AFMAN 34-302 shall be mandatory. It is the offeror's responsibility to be familiar with applicable clauses and provisions.
The Provider (also known as Contractor) shall, except as specified in this Statement of Work (SOW) as Nonappropriated Funds Instrumentalities (NAFI) furnished property or services, provide all labor, materials, equipment, transportation, personnel, supervision/oversight and all incidentals necessary to perform an integrated system for the management and delivery of food services at Hill AFB, Utah. Provider responsibilities include, but are not limited to food purchase and production, quality control, human resources management of staff, marketing, financial management, and equipment maintenance, repair, and replacement. Providers may bid to provide a food service operation on an "all, some, or none" basis for the existing operations noted in paragraph F of this section. Accordingly, the possibility exists for either a single concessionaire contract or multiple contracts based on proposals received and subsequent negotiations.
