The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for two (2) Comsol Multiphysics Single User, two (2) Comsol L AC/DC Modules, and two (2) Comsol CAD import module, two (2) LiveLink for MATLAB for use with COMSOL, two (2) Comsol Nonlinear Structural Materials Module, and two (2) Comsol Structural Mechanics Module.  The services provided by Comsol, Inc. is to provide two Comsol Multiphysics Single User, two Comsol AC/DC Module, and two Comsol CAD import module, two LiveLink for MATLAB for use with Comsol, two Comsol Nonlinear Structural Materials Module, and two  Comsol Structural Mechanics Module .   The NAICS code is 511210 and the business size is $38.5 mil. 

The proposed purchase order is being solicited on a sole-source basis to Comsol, Inc.  The proposed action is for various two (2) Comsol Multiphysics Single User, two (2) Comsol AC/DC Module, and two (2) Comsol CAD import module, two (2) LiveLink for MATLAB for use with Comsol, two (2) Comsol Nonlinear Structural Materials Module, and two (2) Comsol Structural Mechanics Module for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii).  The basis for restricting competition is for the following reasons: Comsol, Inc is the sole provider and manufacturer of the software Comsol Multiphysics, modules and/or attachments that maybe acquired with this software, including the subscription services.  The NSWCCD intends to award a firm fixed-price purchase order to Comsol Inc. using Simplified Acquisition Procedures.    

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 2 June 2016.  This notice of intent is NOT a request for competitive proposals.  However, all responses received by 06/02/2016, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
