NASA/AFRC has a requirement for two (2) each CONTEX® Mission Voice Platform (MVP) mission critical voice communications systems to include instruments and accessories, radio interfaces, spares kits, installation, and operator training support.  The requirement is in support of NASA’s Global Hawk SkyRange Program.

NASA/AFRC intends to issue a sole source contract to Computenix, 2420 Mosside Blvd. Monroeville, PA 15146, to acquire the item and services. Authority for this action is Federal Acquisition Regulation 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(1)-Only one responsible source. The required system is designed and marketed by Compunetix and is the exact same fit, form, and function as the existing equipment used in the Edwards Air Force Base Mission Control Rooms, a requirement for the long term lifecycle of the Global Hawk SkyRange Program.  Testing, qualifying, and utilizing any other hardware for the required technical application will result in a substantial duplication of  time, cost, and effort that is not expected to recovered through competition.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Robbin Kessler at [email protected] and Eleonor Barron @ [email protected] not later than 12:00pm PDT on July 7, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.  A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
