The U.S. Patent and Trademark Office is required to implement the Federal Information Processing Standard (FIPS) 201, Personal Identity Verification for Federal Employees and Contractors, dated March 2006 which implements the Homeland Security Presidential Directive (HSPD)-12, Policy for Common Identification Standard for Federal Employees and Contractors. The USPTO will issue a sole source purchase order to Siemens for reader upgrades pursuant to FAR section 6.302-1—Only One Responsible Source. This provides continuity of services for the Government due to Siemens intimate knowledge of all system components and ability to meet Government deadlines. Moreover, it allows the USPTO to maintain the warranty on currently installed components and other system functionality.
