Opportunity Summary Complaint Resolution Services: The Oregon Department of Education is responsible for resolving complaints filed under OAR 581-015-2030 for allegations of violations of the Individuals with Disabilities Education Act. These Contractors must possess a law degree or a graduate degree in special education or related field with at least five (5) years' experience in applying special education law. Contractors must have experience reviewing student records and interviewing parents, students and staff. Experience in factual report writing and application of rules to facts required. ODE to acquire Complaint Investigators reviewed each of the Department of Justice's Price Agreements acquired by DAS SPO for Alternative Dispute Resolution Services and it was determined each exceeded the hourly rate ODE can pay. ODE's hourly rate is $150.00 not including travel expenses. ******************************************************************************************** Mediation Services: The Oregon Department of Education (ODE) is responsible for providing Mediation Services under OAR 581-015-2030(6)(a) for allegations of violations of the Individuals with Disabilities Education Act (IDEA). These Contractors must possess a Bachelor's Degree from an accredited university. Documentation of Completion of a basic mediator training/preparation program (minimum thirty-two (32) hours). Contractors have a current membership in the Oregon Mediation Association, a signed assurance Proposer is familiar with and will comply with the Oregon Mediation Association (OMA) Standards of Practice. ODE to acquire Mediator Services reviewed each of the Department of Justice's Price Agreements acquired by DAS SPO for Alternative Dispute Resolution Services and it was determined each exceeded the hourly rate ODE can pay. ODE's hourly rate is $150.00 not including travel expenses.
