The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the procurement of an online subscription service published by Elsevier Inc.  The subscription known as "Compendex on Engineering Village" is a bibliographic database of scientific and technical engineering disciplines such as abstracts, citations, etc. from engineering journals and conference proceedings. 

The NAICS code is 511210 and the Product/Service Code is 7630.

The proposed purchase order is being solicited on a sole-source basis to Elsevier Inc.  The proposed action is for a subscription renewal to Compendex on Engineering Village.  Elsevier Inc. is the only source, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii).  The basis for restricting competition is for the following reason: Elsevier is the publisher and distributor of Compendex on Engineering Village and there are no known distributors.  The subscription to Compendex allows a single source for online access to all Elsevier Inc. services. 

The NSWCCD intends to award a firm fixed-price purchase order to the Elsevier Inc. using Simplified Acquisition Procedures.       

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 26 July 2017.  This notice of intent is NOT a request for competitive proposals.  However, all responses received by 07/26/2017 at 10:00 AM EST will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
