Public Announcement of Intent to Purchase on a Sole Source Basis. The Government intends to procure: Compendex and INSPEC journals - AFRL-wide electronic access to the above journals. The period of performance is 01 Jan 2013 – 31 Dec 2013. NAICS: 519130, FSC: 7630, SIZE STANDARD: 500 employees. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This synopsis is being published for informational purposes only. The proposed source is Elsevier B.V. The proposed action is to acquire access to Compendex and INSPEC. In this planned requirement the funds are not currently available, but we anticipate the funds will be available by time of award. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Air Force. The government will consider any quotations received within 30 days of issuance of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, and the Government does not intend to pay for any information received in response to this announcement.
