The US Department of Commerce, First Responder Network Authority (FirstNet) intends to award a sole source purchase order under the authority of FAR 13.106-1(b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
The objective is to conduct community relations campaigns and related planning activities, analyses, and strategy options to support the work of FirstNet's mission to ensure the establishment of a NPSBN pursuant to the Act. This is a continuation of work previously performed by the Contractor. The original purchase order was awarded by the Department of the Interior, Acquisition Services Directorate. The purchase order expired June 30, 2018.
The consultation services provided by the Contractor ensure that FirstNet is compliant with the Act. The Act directs FirstNet to promote integration with public safety answering points and address special considerations for regional areas with unique homeland security or national security needs. Following the successful consultation and 'opt-in' decisions made by each Governor, FirstNet will continue to engage with states as well as key officials within the Federal Government, and other state, local, territorial, and tribal officials. This necessitates communicating information regarding FirstNet's policies, regulations, and activities where appropriate with relevant government and other officials and conducting community relations campaigns and related planning activities, analyses, and strategy options. The results of this work shall help inform FirstNet's programmatic activities and strategic planning.
This is a short-term bridge purchase order to ensure the Government receives the required services while a meaningful competition can be completed.
This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. A determination by the Government not to compete the proposed purchase order on this notice is solely within the discretion of the government.
