This announcement is being prepared in accordance with Federal Acquisition Regulation(FAR) Subpart 5.203 and is supplemented with additional information contained within. This announcement is not a formal request for proposals and the Government does not intend to evaluate or consider offers received. The US Fish and Wildlife Service, Region 7, Alaska, intends to directly negotiate with the Native Village of Barrow, Inupiat Traditional Government, for pricing for work related to community liaison services along the North Slope of Alaska. The selected vendor will serve as a community liaison between the US Fish and Wildlife Service and local communities, villages, Alaska Native organizations, private corporations and entities, as well as several other public parties. Work will occur near the community of Barrow, Alaska, and may involve additional duties within other areas along the North Slope of Alaska. The vendor will be required to provide all equipment, services, personnel, and facilities required to conduct liaison service activities, as well as be a local resident of Barrow, Alaska during the duration of the anticipated contract. Negotiations are estimated to occur approximately 15 days following the posting of this notice, with estimated contract award approximately April 11, 2009. The Government is contemplating award of a cost-reimbursement contract with a Base Year of approximately 12 months, and Four optional extension periods of 12 months each for a maximum contract term of up to five years. Information received in response to this notice will be used solely for the purpose of determining whether or not to compete the requirement. A determination by the Government to not compete this requirement, based upon responses to this notice and currently available information about the intended recipient, is solely within the discretion of the Government.
