The Community-based and OVC Specialist will be part of the PEPFAR team in Lesotho. Although Lesotho is a large and growing program that is addressing the effects of one of the highest burdens of HIV in the world, it is a non-presence country for USAID. As such, the small inter-Agency PEPFAR team functions out of the US Embassy in Maseru. The Community-based and OVC Specialist will provide technical expertise to the Lesotho USG PEPFAR Team, as it relates to programs addressing community-based services and orphans and vulnerable children (OVC) that are infected and affected by HIV and AIDS. In addition the incumbent will be responsible for managing local and central programs providing OVC services, as well as building relationships within government, civil society, and donor organizations with an interest in OVC activities. The incumbent must have a university degree in social work, international development, human ecology, sociology, nursing or related field. Masters in a related field is preferred. In terms of knowledge and/or work experience, the incumbent must have a minimum of 5 years experience work in HIV/AIDS community-based and/or OVC programs in the Southern African region is required. Work experience in Lesotho is preferred. The incumbent should have the following abilities and skills: (a) a thorough working knowledge of U.S. government operations, rules, regulations, procedures, policies, and programs and previous relevant working experience with the USG, particularly USAID; (b) prior budget or financial management experience; (c) demonstrated knowledge and experience working with USAID procurement, performance monitoring and other systems; (d) proven ability to work collaboratively in a team environment and to proactively build consensus; (e) excellent interpersonal, oral\written communication and computer skills; and, (f) ability in dealing effectively and diplomatically with multiple U.S. and host country government agencies, non-governmental organizations, faith-based organizations, and the private sector.
