This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis from incumbent Booz Allen Hamilton (BAH), 8283 Greensboro Drive, McLean, VA 22102 to provide support to the Special Communications Requirements (SCR) Division (Code 4.11.4) of NAWCAD. This is necessary for the continuance of contractor support services to Communications-Electronics Advanced Technology (CEAT) equipment/systems and subsystems. Services shall include research, design, development, integration, installation, test and evaluation, fielding, analysis, maintenance, material procurements, training, and/or logistics of CEAT systems. A CEAT system can range from a stand-alone electronic system to a global, integrated communications solution combining satellite and terrestrial network communications networks supporting converged voice, video and data systems with customized software applications. This acquisition will result in a stand-alone, cost plus fixed-fee completion bridge contract with an estimated award date of 1 September 2015. The proposed bridge contract is needed for continuing on-going projects currently being done under existing BAH Task Order N00178-04-D-4024-4Y01, while the follow-on contract is being competed with an estimated award date in March 2017. Due to the on-going nature of the projects currently being performed under Task Order N00178-04-D-4024-4Y01 and the need to continue these services without a break in work, BAH is the only practical source for providing the necessary continuation of these services until award of a follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit information in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 14 April 2015, 1630 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. Companies interested in subcontracting opportunities should contact Bev Deasy, BAH, Telephone (301) 862-7044 or via email at [email protected], or Andrea Stiles, BAH, Telephone (703) 377-6968 or via email at [email protected].    Per FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." BAH is the only practical source for providing the necessary continuation of these services without causing a break in work through the award of a stand-alone cost plus fixed-fee completion bridge contract. BAH is the sole source capable of providing these efforts without creating the impact on the fielded systems, sponsor schedules, project schedules, operations and operational readiness that would be caused by a break in service. It is unrealistic, from a technical and contractual perspective, to expect any other potential source to provide continued services for this short period of performance prior to the competitive contract being awarded. Because of the nature of this requirement and the impracticality and substantial costs the Government would incur and not recover through competitition, this will be procured on a sole source basis.
