The Naval Air Systems Command (NAVAIR) intends to procure approximately 17 AN/APX-117 Common Identification Friend or Foe (IFF) Digital Transponder under a delivery order placed against the sole source indefinite delivery indefinite quantity production contract N00019-15-D-0004 with BAE Systems Information and Electronic Systems Integration, Inc., Greenlawn, NY (BAE Systems).  The applicable NAICS Code is 334511, "Search, Detection, Navigation, Guidance, Aeronautical and Nautical System and Instrument Manufacturing".

This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BAE Systems is the original designer, developer, and manufacturer of the AN/APX-117 system.  As such, BAE Systems is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data to perform the repairs on the AN/APX-117 system.
