THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United States Air Force Space and Missile Systems Center (SMC) Development and Planning Directorate (XR), Commercially Hosted Infrared Payload (CHIRP) Program Office intends to release a solicitation to acquire up to two years period of performance extension to allow for continuation of the CHIRP on-orbit operations and data analysis effort.
The Government's intent is to make a sole source, firm fixed-price contract award to the incumbent contractor, SES Government Solutions (SES-GS), 2010 Corporate Ridge Dr, Ste 600, McLean VA 22102-7838, under the statutory authority of 10 U.S.C. 2304(c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source n the case of follow-on contracts for the continued provision of highly specialized services).
The Government has been contracting with SES-GS for the CHIRP on-orbit operations and data analysis effort that is a technology demonstration comprised of a risk reduction wide-field-of-view (WFOV) infrared (IR) sensor payload that is hosted on a commercial communications satellite launched into geosynchronous orbit (GEO) in 2011. The program was set up as a technology demonstration to advance the Technology Readiness Level (TRL) of WFOV IR sensors and support next generation missile warning system development. The CHIRP contract was awarded on a sole source basis based on the acceptance of an unsolicited proposal in accordance with (IAW) FAR 6.302-1(a)(2)(i)(A) demonstrating a "unique and innovative concept".
Award to any other contractor would create substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the requirements. The incumbent is the only contractor that currently owns this on-orbit commercial communications satellite with the CHIRP WFOV sensor.
The Government intends to extend the existing CHIRP contract for a base period of six months by establishing a new Contract Line Item Number (CLIN) and three six month option CLINs to allow for the continuation of the CHIRP on-orbit operations and data analysis efforts.

Information shall not exceed 10 one-sided pages in length, must be in MS Word 2002 or higher or PDF Format, and font no smaller than 12 point. A minimum DoD security clearance of Secret is mandatory. Interested parties must show capability to fulfill the Government's immediate need for the effort described above. The capabilities statement should address why the company believes that the sole source justification is not valid. This notice expires 15 calendar days after publication.
